Feed Administrator

The Office of Indiana State Chemist is seeking a Feed Administrator. This position will report to the Indiana State Chemist & Seed Commissioner and serve as the technical representative to the state chemist & seed commissioner on matters relating to animal feeds and pet foods, as well as manage the day-to-day operations of the feed unit.  Additional responsibilities will include but are not limited to:


  • Overseeing licensing of regulated commercial animal feed, medicated feeds,  and pet food products under Indiana law, and is advisory administrator of IC 15-19-7 Indiana Commercial Feed law
  • Determining need for and extent of regulatory action to be taken against violators of law and regulations administered
  • Coordinating with laboratory supervisors to conduct various analyses for adulterants and claims made on the label
  • Coordinating with the Chief Inspector for inspection assignments and priority setting
  • Establishing and maintaining the Animal Feed Regulatory Program Standards with coordination and direction of the Director of Quality Assurance
  • Demonstrating national participation and leadership in animal feed venues, especially the Association of American Feed Control Officials
  • Developing, recommending, and implementing, with approval of the state chemist, policy and programs for the administration of assigned laws and regulations
  • Consulting with and working through Director of Quality Assurance regarding implementation of quality practices and policies and maintenance of Animal Feed Regulatory Program Standards, and NASDA Animal Food Program Implementation Plans
  • Liaison with state government and non-government organizations whose activities are related the duties described
  • Conducting compliance assistance activities for the regulated industry as appropriate
  • Advising firms on interpretation of the law and regulations on questions of firm licensing, labeling, tonnage reporting, and compliance issues
  • When assigned, serving as principle investigator for joint FDA Federal-State inspection programs and contracts or other FDA agreements
  • Preparing enforcement case and supporting documentation, with legal assistance when available and appropriate, and pursue enforcement actions, including criminal enforcement actions when necessary in conjunction with local prosecuting attorneys
  • Bachelor degree in animal science, veterinary science, or related agricultural science of animals and their management and care
  • 6 years of experience in administration and feed-related work
  • Ability to keep abreast of national developments regarding feed technology and regulation in order to make adjustments and update laws, regulations and programs to meet applicable standards and policies
  • Maintain qualifications as a commissioned officer of the Food and Drug Administration; cooperate with FDA in administering federal regulations applicable to the manufacturing, inspection, and distribution of commercial feeds subject to regulation
  • Ability to set and achieve goals, both personal and those of the workplace
  • Ability to articulate policy verbally and in written form
  • Ability to interpret effectively laws and regulations and to implement evidence-based policy that is consistent with law
  • Ability to work with and listen to individuals and constituent groups to whom we provide service
  • Ability to engage peers within OISC and in other state feed programs to establish harmonious professional relationships
  • Ability to work with interruptions
  • Travel



  • Experience with microbiology assay, sampling, or related
