Job Summary
The PARI Contracts Specialist will prepare, negotiate and execute a wide range of complex Department of Defense (DoD) and civilian agency government contracts, subcontracts, grants, and cooperative and other agreements between PARI and the U.S. Government, industry sponsors, subcontractors, and suppliers. The Contracts Specialist will prepare, negotiate and execute Independent Contractor Agreements, Non-Disclosure Agreements, and other contractual agreements as needed. The Contract Specialist will manage and maintain Subcontractor, Sub Awardee, and Contractor Reps & Certs and Profile information and will perform contracts and subcontracts related reporting on a monthly, quarterly and annual basis.
The location of the position is classified as working remotely or hybrid.
Required:
- Bachelor’s degree
- Seven (7) years of experience in project management, contract negotiation, including experience in negotiating contractual terms.
- An equivalent amount of education and experience may be considered.
- Excellent verbal and written communication, planning, problem-solving, organizational and customer service skills.
- Experience handling a range of complex U.S. government contracts, grants, and cooperative and other agreements.
- Experience working with a range of different U.S. government entities such as the Department of Defense as well as entities funding international activities such as the United States Agency for International Development, Department of State, or U.S. Department of Agriculture.
- Experience with a wide range of U.S. government award mechanisms such as Cost-Plus Fixed Fee, Firm Fixed Price, Time and Materials, and IDIQs among others as well as a good foundational knowledge of the Federal Acquisition Regulation (FAR), agency supplements such as the Defense Federal Acquisition Regulation Supplements (DFARS).
- Experience creating and maintaining contract files in accordance with U.S. government requirements.
- Experience working with Controlled Unclassified Information (CUI)
- Experience using contract management Software platforms
- Experience supporting government audits.
- Experience in subcontractor claims and resolution.
- High integrity and a strong attention to detail.
Preferred:
- Experience with USAID Acquisition Regulation (AIDAR), and the Uniform Guidance (2 CFR Part 200)
- Experience and/or exposure with/to Business Development sand Capture software (Salesforce, Pipeliner, etc.)
- Knowledge and experience with GSA Contracting
