Job Summary

The Office of Indiana State Chemist is seeking a Manager - Certification and Licensing. In this role, you will lead and direct a small team focused on pesticide compliance and the creation and maintenance of professional applicator certification exams.  You will serve as the primary compliance officer for certification and licensing of pesticide and fertilizer applicators and businesses for the Office of Indiana State Chemist (OISC). OISC is the Governor-appointed pesticide state lead agency for the State of Indiana.

What You'll be Doing:

  • Develop and maintain technical policies and administrative procedures for Indiana’s annual certification and licensing of state-wide pesticide and fertilizer applicators and businesses
  • Oversee implementation and adjustment of those policies and procedures, as needed (May oversee inspection, investigation and enforcement of these policies and procedures.  May report on compliance issues)
  • Provide input to the Pesticide Administrator and other senior managers and staff on agency policy and legislation related to pesticide regulation
  • Oversee and conduct outreach and education of regulated businesses and individuals, both large scale and on an individual basis
  • Collaborate with the Purdue Pesticide Programs Office, Purdue Cooperative Extension Service, the U.S. Environmental Protection Agency, other state lead agencies, private regulated industries, farmers, and the public on administration and implementation of the State Plan for certification, licensing program, and training for applicators
  • Direct and supervise a small team of both professional and support staff who are responsible for the creation and maintenance of an estimated twenty different professional applicator certification exams and providing daily administrative support to the department
  • May establish short term plans to attain department goals
  • Directing and supervising daily activities, time off approvals, staffing, evaluations, coaching and on the job training
  • May provide input on merit and other monetary rewards
  • Represent OISC on State, regional, and national associations, workgroups, and committees to develop coordinated and consistent pesticide regulations, in coordination with other state lead agencies and the U.S. EPA

What We're Looking For:

  • Bachelors degree
  • 4 years of relevant work experience in agricultural compliance
  • An equivalent combination of education and experience may also be considered (Associate's + 6 years of experience; HS/GED + 8 years of experience)
  • Excellent written and oral communication skills
  • Ability to supervise and provide situation analysis
  • Travel
