Job Summary
The Office of Indiana State Chemist (OISC) is seeking a Pesticide Compliance Officer. In this role, you will be part of a nationally renowned pesticide regulatory program for the state of Indiana that coordinates with program managers and pesticide investigators in the direction and implementation of the statewide pesticide and fertilizer compliance and enforcement programs for OISC. In addition you will manage and supervise the day-to-day activities of two administrative support personnel.
What You'll Be Doing:
- Playing a lead role in developing and executing the quality assurance plan, standard operating procedures, and tracking needs for annual cooperative agreement with EPA
- Reviewing evidence and investigation information from pesticide investigators and then developing appropriate enforcement actions, compliance dispositions, and compliance follow-up, including support for enforcement cases on OISC’s behalf in formal and administrative appeal hearings
- Assisting legal counsel designated to meet these duties as appropriate
- Presenting and discussing cases as requested by Indiana Pesticide Review Board
- Overseeing and maintaining pesticide and fertilizer enforcement and compliance files and data
- Serving as the official custodian of these records
- Compiling information in response to subpoenas, requests for production of documents, and other enforcement data requests
- Maintaining contact and coordinating with the Office of the Indiana Attorney General, local prosecuting attorneys, local law enforcement agencies, U.S. Environmental Protection Agency/Offices of Enforcement and Compliance Assurance, and other state and federal agencies in developing and executing enforcement cases
- Building relationships with regulated communities and participate in state, regional, and national committees
- Providing support to others within OISC and external stakeholders
- Assisting OISC staff with research and interpret pesticide and fertilizer laws and regulations
- Assisting the Indiana Registry of Soil Scientists (IRSSS) with investigations based in their administered laws, as requested by the IRSS Board
What We're Looking For:
- Bachelor’s degree
- 6 years related experience
- Experience with regulatory case review and enforcement in agriculture related fields (personnel management and state, federal, or local regulatory or law enforcement experience will also be considered.)
- An equivalent combination of education and experience may also be considered. (Associate’s degree with 8 years of relevant experience; HS diploma/GED with 10 years of relevant experience)
- Public and interpersonal communications
- Experience with staff supervision; technical reading and writing; investigation logic
- Travel
