Contract Specialist/Senior Contract Specialist - Data Use and NDA Agreements

Job Summary

As part of Sponsored Program Services Contracting, this position will be part of a team of individuals that primarily negotiate non-financial agreements, such as non-disclosure agreements, material transfer agreements, data use and transfer agreements, memorandum of understandings, and teaming agreements.  This position will work closely with SPS contract analysts and other University offices such as the Office of Legal Counsel, Regulatory, Export Controls, and the Office of Technology Commercialization to improve the processing of data use and transfer agreements at the University.  This position will serve as a resource for negotiations of data use and transfer agreements and will handle a high volume of agreements in a fast-paced environment.  This position will Participate in cross-departmental task groups to develop and maintain efficient processing of DUAs at the University.  This individual will assist with providing smooth and responsive service to external partners who provide funding and other types of support and to faculty members in support of the University's research mission.   

 

This position has the ability to be 100% remote. 

 

This position will be filled as a Contract Specialist or Senior Contract Specialist. This posting represents two vacancies specializing in DUA or NDA. The hiring manager will determine the job level based on the selected candidate's skills, experience, and qualifications.
 

Qualifications

 

Contract Specialist

Required:

  • Bachelor’s degree in a related field
  • Two (2) years of experience in contract negotiation, preferably including basic experience in negotiating contractual terms
  • At least two years of experience administering and negotiating data use and transfer agreements, privacy laws, and regulations related to human subjects research
  • An equivalent amount of education and experience may be considered
  • Working knowledge of and experience applying regulatory requirements regarding research data and privacy, including HIPAA and GDPR as applied to research
  • Excellent verbal and written communication, planning, problem-solving, organizational, and customer service skills  
  • Ability to analyze, interpret and implement University policies and procedures
  • Ability to influence and build working relationships among a diverse workforce at all levels  
  • Learning orientation to changing technology impacting business processes  
  • Ability to maintain a broad knowledge of Federal and State laws and regulations and University policies and business practices
  • Ability to use creativity and strong initiative to identify which contract instrument applies to a variety of situations 
  • Ability to provide exceptional customer service to University and external customers
  • Ability to confidently interact with government and industry sponsors and represent the needs of the University and its research faculty

 

Senior Contract Specialist

Required:

  • Bachelor’s degree in a related field
  • Four (4) years of experience in contract negotiation, preferably including basic experience in negotiating contractual terms 
  • At least two years of experience administering and negotiating data use and transfer agreements and with privacy laws and regulations related to human subjects research
  • An equivalent amount of education and experience may be considered
  • Working knowledge of and experience applying regulatory requirements regarding research data and privacy, including HIPAA and GDPR, as applied to research
  • Excellent verbal and written communication, planning, problem-solving, organizational, and customer service skills 
  • Ability to analyze, interpret and implement University policies and procedures
  • Ability to influence and build working relationships among a diverse workforce at all levels 
  • Learning orientation to changing technology impacting business processes

Preferred Qualifications and Additional Information

 

Preferred:

  • Juris Doctor from an ABA-accredited law school
  • Experience selecting proper contract instrument(s) type for transfer of data
  • Experience with university research administration or related experience preferred.
  • Experience working with Federal data repositories and databases (e.g. dbgap)
  • Working knowledge of Federal Data Sharing Policies (e.g NIH Genomic Data Sharing Policy) 
  • Working knowledge of Business Associate Agreements 
  • Experience working with the FDP Data Transfer and Use Agreement
