Job Title:  Export Control Analyst

Job Summary

Provide assistance to the Associate Director of Export Controls in the Office of the Executive Vice President for Research. Assist in the review of contracts for export control and research security compliance.  Assist researchers in ensuring compliance with federal export control regulations and sponsoring agency policies and procedures related to export controls and research security. Additional duties will include screening documents, maintaining forms/reports that contain confidential information, assisting with organizing database entries, materials, and visuals for programs, organizing meetings, composing, formatting, and proof correspondence and other necessary documents.

 

Work Location: On-site West Lafayette, Indiana. This position is eligible for hybrid remote work or to work in the office, subject to change in the future based on university policy and business needs.
 

Duties and Responsibilities

  • Contract review: advise researchers, sponsored program officers, technology transfer and other administrative units on contractual terms relating to export controls or controls on technology. 
  • Export Control review and guidance: assist faculty, staff, and students to ensure compliance with applicable laws related to sanctioned and arms embargoed countries, and export control regulations generally.
  • Work closely with Purdue’s IT Security team to identify and protect projects with IT security requirements.
  • Draft license applications to U.S. Department of Treasury, Department of Commerce, or Department of State regarding physical or deemed exports. 
  • Work closely with researchers (faculty, staff, and students) to develop comprehensive Technology Control Plans (TCP) to protect controlled and sensitive technologies from unauthorized access.  Monitor and audit TCPs from proposal to close-out stage.
  • Assist faculty with export-controlled research with onboarding and offboarding including secure transfer of secure information. 
  • Develops and delivers educational programs to faculty, researchers, and administrative units of the university. 
  • Collaborates with the Office of International Student and Scholars to certify, as part of the visa application process, that incoming foreign nationals will not be exposed to controlled technologies without an export license. 
  • Perform restricted party screening, travel, and shipping reviews as requested.
     

Qualifications

 

Required:

  • Bachelor’s degree in a related field
  • Three (3) years of experience in export controls, legal services, or related
  • Equivalent combinations of education and experience will be considered.
  • Must be eligible to access and evaluate ITAR and EAR export-controlled information and information that is restricted from disclosure to non-US citizens.

  • Understanding of US export control requirements, policies, and federal regulations
  • Knowledge of federal and institutional regulations on export controls including, but not limited to, International Traffic in Arms Regulations (ITAR) under the jurisdiction of the Department of State, the Export Administration Regulations (EAR) under the jurisdiction of the Department of Commerce, and Office of Foreign Asset Controls (OFAC), Department of Treasury.

 

Preferred:

  • Master’s, PhD, or JD 
  • Experience in research compliance, research administration, and/or higher education
