Job Summary

The Purdue/PARI Facility Security Officer (FSO) will provide expertise and management for the Purdue and PARI industrial security program. The FSO is responsible for supervising and directing security measures necessary for implementing sound security procedures at Purdue and PARI. The FSO must be able to interpret and apply guidance from the National Industrial Security Program Operating Manual/32 CFR§117 (NISPOM) to the organization and will work closely with the Defense Counterintelligence Security Agency (DCSA). The FSO will serve as the alternate Insider Threat Program Special Officer (ITPSO), provide clear guidance to company employees, and recommend modifications to operations policies or procedures as appropriate at all sites. The FSO will manage the security aspects of various U.S. government agencies’ classified programs and interface with prime contractors and government customers on security-related issues. This position requires excellent professional judgment and discretion, as well as the identification, analysis, and recommendation and implementation of actions to be taken in security-related matters. The FSO will report to the Purdue and PARI Director of Security.

What We're Looking For

 

Education and Experience:

  • Bachelor’s degree in business, government relations, or other field relevant to the position
  • Eight (8) years of experience with a DoD security program, administrative experience (database management, suspense tracking, monthly reporting, etc.), industrial security programs, security management in an FSO/AFSO or similar management role, law enforcement, and/or classified program security operations
  • Equivalent combinations of education and experience may be considered
  • Experience with DoD administrative management (database management, suspense tracking, monthly reporting, etc.) preferred
  • Must be a U.S. citizen and currently have, or have the ability to obtain, a Top Secret (TS) U.S. Government Security Clearance in good standing, with ability to pass a criminal background and credit check. Must also be able to maintain supplemental security clearance at the required level.

Skills:

  • Ability to interpret and administer security doctrine, provide clear guidance to company employees, and recommend modifications to operations policies or procedures as appropriate.
  • Ability to interpret and implement security requirements outlined in customer issued contracts.
  • Thorough working knowledge on managing prime/subcontract DD-254 forms (Contract Security Classification Specifications) and the National Industrial Security System (NISS).
  • Intermediate working knowledge of managing an access control system (ACS), badging equipment, and closed caption television (CCTV) systems.
  • Working knowledge on the physical construction standards for restricted/closed areas.
  • Extensive working knowledge of personnel security administration activities using JPAS.
  • Familiarity with conducting periodic/semi-annual self-inspections IAW NISPOM standards.
  • Ability to develop and manage a self-inspection and operations security (OPSEC) program to identify security risks with a methodology to mitigate the risks to an acceptable level.
  • Ability to create an effective security awareness, training, and education program.
  • Ability to conduct initial security briefings, debriefings, indoctrinations, pre-/post-foreign travel briefings and refresher briefings, as appropriate.
  • Significant skills with classified information management (accountability, transfers and marking).
  • Ability to support Defense Counterintelligence and Security Agency (DCSA) or other customer security assessments.
  • Communication skills to maintain a positive on-going relationship with internal/external customers.
  • Ability to conduct security incident/violation investigations and write final reports.
  • Ability to compile data and provide necessary metrics or performance highlights.
  • Ability to advise a security cross business team (CBT) and / or subcontractor security services regarding tasks, projects, and operations as well as resolving complex problems.
  • Experience developing and managing an operating budget and conducting budget reviews.
  • Ability to ensure projects are completed on schedule and in budget, following established policies.
